Non-Disclosure Agreement (NDA) and a Memorandum of Understanding (MoU) were signed between Al Zaman Group and HAVELSAN to establish cooperation in the field of high-technology software and advanced systems applicable to military boats.
Al Zaman Group has a joint-venture agreement with the Iraqi Defense Industries Commission (DIC) and has established a factory for the manufacturing of aluminum and fiberglass boats. On 5 November 2025, a delegation from the Iraqi DIC visited HAVELSAN to discuss potential areas of cooperation. During this meeting, the DIC representatives proposed the signing of an MoU between Al Zaman Group and HAVELSAN.
Following this proposal, the NDA and MoU were formally signed at HAVELSAN’s offices located at the Istanbul Naval Shipyard.
During the meeting, several technical subjects were discussed, including HAVELSAN’s unmanned surface vessel software solutions and combat management systems. HAVELSAN presented its capabilities in both new-build projects featuring fully integrated modern systems and the modernization of existing vessels. It was also highlighted that conventional manned vessels can be converted into unmanned platforms through detailed kinematic analysis and a clear definition of the vessel’s operational mission.
This meeting and the subsequent signing of the NDA and MoU mark an important milestone in establishing a structured framework for future cooperation between the parties. The discussions demonstrated strong alignment in technical capabilities and strategic objectives, particularly in the areas of unmanned systems and advanced combat technologies, and provide a solid foundation for progressing toward joint development and implementation in upcoming maritime defense projects.
